The first section of a number plate is the local memory tag – the first two letters of the plate identifies where the vehicle was registered. The first letter stands for the local area, for example E denotes Essex, while L stands for London .
To find the character that denotes the year model of a vehicle, start at the end of the VIN . That’s all the way to the right. Now count left 8 characters. That 8th character can be either a number or a letter, but it will tell you what year the vehicle is.

The character “!” replaces the letter L, “3” poses as a backwards letter E, and “7” is the letter T , etc. Other examples of character/letter replacement include using “8” for the letter B, “9” for G, and the number 0 for the letter O.

You will only be able to locate an owner using the current license plate tags. Visit a reverse VIN or license plate research website like License-Plate-Search.org . This service gives you the owner information from the current license plate or VIN. You can also go to a complete car history report site like Carfax.com.
There are two ways you can try to find out how many owners a car has had. One is by checking service records , if the vehicle includes them, as they will often show the prior owner’s name. If the records are in multiple names, you can bet that multiple people have owned the vehicle.
