The short answer is any Sim or Pet removed by social worker or animal control is gone from the game forever . The only way to get them back is to go to an older version of the save from before they were taken. All packs installed and patches are current.
The Sims 4: Cats & Dogs
They can be found anywhere in Brindleton Bay, on both community and residential lots . To have strays appear in other worlds, the player can use either the “Cat Hangout” or “Dog Hangout” lot trait.
Puppies will need help to go outside, so pick them up under the pet care menu. Walk your Sim outside and select ‘put down’. Now you can find the option to ask it to go potty . Do this several times, and you’ll get a notice that the dog has learned to pee outside.
Pets that are ignored may run away . Pets with the Independent Pet Trait will be more likely to do this, and may run away just because they want to. If this happens, you’ll be informed by notification. If a pet runs away, they will always come back eventually.
If you see your pet out in public, you could do testingCheatsEnabled true and then shift+click on the pet and click add to family . The other option would be a mod like MasterController that gives you access to everyone in the neighborhood. You could add the pet back that way as well.
On the computer, hit ‘Household’ and go to ‘Adopt’, and there, you will get the option to get either a cat or dog . If you’re using the phone, click the household icon and select ‘Hire a Service’. When your sim finishes calling, select either ‘Adopt Cat’ or ‘Adopt Dog’.
In The Sims 4 (like in all previous games), Sims can adopt strays and make them part of the family. Strays are generated randomly. But unlike townies, strays in the Sims 4 cannot be accessed from the Manage Worlds menu. Instead, a Sim must find them out in the world and befriend them.
Unfortunately you can’t take strays to the vet .
You can’t even cure them if you are a vet and have the equipment home. You can, however, give them a wellness treat (bought from the vet clinic or crafted with vet skill) and that should help them.
Potty train your dog
When a dog has to go potty he will walk to the front door and start whining about it. When you see this happen you can command them to go potty and they will walk outside to do so . If you repeat this a few times they will eventually go by themselves.
Pets take less time to gestate than human Sims; it will likely take only two Sim days .
Cats can’t be bathed by Sims and will always clean themselves if they ever get dirty. Cats will use litter boxes on their own and will sometimes complain to Sims for them getting dirty, making the owner to clean the filthy litter.
The Sims 3: Pets
Sims can also call the adoption service via computer, newspaper, or cell phone in order to adopt a pet. The player is able to choose to either adopt a neighborhood pet given up for adoption or a minor one from the pet shop. When adopting from the pet shop, a list will show up.
